Automation makes bidding faster. It does not settle the business question of what a conversion is worth or which outcomes the account should pursue. Those choices remain the foundation of the strategy.

Google describes Smart Bidding as auction-time optimisation for conversions or conversion value. Its strategy families include Maximize conversions, Target CPA, Maximize conversion value and Target ROAS. Naming can vary during product transitions; verify the current behaviour for the campaign type. Google’s Smart Bidding overview is the starting reference.

Start with the signal

Inspect the effective conversion goals and the reliability of their values. A campaign optimising to easily generated but low-value actions can be efficient at the wrong task. Before changing the bidding approach, confirm what events are being measured and how they relate to the business.

If different outcomes have different values, the values need a defensible basis. Revenue, contribution and an estimated lead score are different measures. Do not interpret a return-on-ad-spend figure as profit without considering the underlying costs and definition of value.

Treat the target as a constraint to investigate

A target should connect business economics with observed opportunity. Copying one from another account ignores differences in offer, conversion definition, competition and sales cycle.

In a fictional service business, the team starts measuring qualified enquiries instead of all form submissions. The qualified event is less frequent and more valuable. Keeping the old raw-enquiry CPA expectation unchanged could create a mismatch between the new goal and the target. The transition needs an explicit plan and a compatible baseline.

Avoid universal rules such as changing every target by a fixed percentage or judging every account after the same number of days. Review the strategy’s diagnostics, the amount of relevant evidence and the actual delay between interaction and meaningful outcome.

Change enough to learn

Capture the existing configuration, selected goals, budget and baseline. Specify one coherent hypothesis. If the target, budget, landing page and measurement definition all change together, the resulting movement is difficult to interpret.

Account structure matters too. Separate scopes when they require materially different commercial control; consolidate when the objectives and controls are genuinely compatible. Neither more campaigns nor fewer campaigns is an automatic improvement.

Judge the business result

Check configuration and delivery first. Then evaluate mature outcomes against the agreed economic limits. A higher volume of weaker actions is not necessarily progress; a temporary movement in reported CPA is not enough to establish failure.

The next decision may be to keep the setting stable, revise the hypothesis, change the target or repair the measurement. Automation becomes more useful when the team can distinguish those possibilities.
